Basic

Course Purpose:

Train basic airport security personnel to enforce, monitor and apply airport security preventive measures in accordance with International Standards and recommended practices and locally approved programmes.

 

Target Population:

The target population will be new entrants and existing personnel at the basic level employed by the authority or organization primarily responsible for the application of aviation security preventive measures at airports and from such other aviation related agencies engaged in support activities.

 

Course Objectives:

The course has been designed to enable selected security personnel to:

  • work in and move about an airport safely;
  • communicate and cooperate with other airport agencies;
  • control the movement of people and vehicles;
  • guard and patrol airport vulnerable areas, facilities and aircraft;
  • recognize weapons and explosive/incendiary devices;
  • inspect/screen/search passengers and baggage;
  • respond to airport emergency situations;

Entry Requirements:

Trainees should satisfy the following criteria:

  • have satisfactorily completed secondary school or equivalent education; and
  • have written and oral command of the language of instruction.

Aviation Security Instructor

Course Purpose:

To enable aviation security personnel to present specialized aviation security training courses to selected personnel, utilizing validated material-dependent course material, such as Standardized Training Packages (STPs) and Aviation Security Training Packages (ASTPs).

 

Target Population:

Aviation personnel currently assigned or about to be assigned, aviation security training duties.

 

Course Objective(s):

Upon completion of this course trainees will be able to:

  • conduct AVSEC training applying the general principles of learning and instruction;
  • correctly present validated material-dependent training courses;
  • identify, select and prepare appropriate teaching aids;
  • develop or modify training objectives and tests as appropriate to meet national requirements; and
  • identify and use various instructional methods as appropriate.

 

Entry Requirements:

  • personnel who are experienced in operational aviation security matters; (it is desirable that trainees should have attended a specialized aviation security course, at the minimum level such as ASTP Basic or equivalent.)
  • have satisfactorily completed post-secondary school or equivalent education;
  • have written and oral command of the language of instruction; and
  • have demonstrated an aptitude for trainer duties.

National Inspectors

Course Purpose:

The purpose of this course is to enable future aviation security auditors/inspectors to acquire the theoretical and practical knowledge necessary for conducting national audits/inspections.

This course will teach future national auditors/inspectors:

  • The monitoring elements contained in a national civil aviation security quality control programme;
  • Audit and inspection methodology;
  • Audit and inspection techniques; and

The specific skills associated with an audit or inspection.

 

Target Population:

Supervisory or management personnel who wish to become aviation security auditors and/or inspectors within their State.

 

Course Objective(s):

By the end of the course, trainees will be able to carry out the following tasks:

  • Determine the monitoring elements contained in  a national  civil aviation security quality control programme;
  • Describe the legal basis for aviation security audits, inspections, surveys and tests;
  • Define aviation security audits, inspections, surveys and tests;
  • Determine the duties and specific skills required by an Inspector;
  • Determine the appropriate methodology necessary to conduct security audits and inspections within the scope of a national programme; and
  • Prepare for and conduct an aviation security audit/inspection, and present its findings in the context of an exercise.

 

Entry Requirements:

  • Verified experience in aviation security;
  • Good knowledge of international and national security regulations;
  • Involvement in the national aviation security system.

Risk Management

Course Purpose:

This training is to assess the seriousness of threats against civil aviation and the necessity of effective and sustained security measures for the effective detection and prevention of acts of unlawful interference including identifying, understanding and addressing the potential risks both, to and from, civil aviation. Assessment of national or even local risks, in conjunction with the overall risk factors, provides important and useful information as to potential terrorist methods and types of attack. It is the duty of each Member State to make its own assessment of the risk applying to its territory and assets, and to establish risk mitigation measures.

 

Course Objective(s):

  • identifying and evaluating potential threats;
  • identifying and evaluating vulnerabilities;
  • understanding risk in the context of risk management; and
  • establishing risk management methods, tools and techniques to assist in development of lasting risk management

Supervisor Training

Course Purpose:

This course will train selected airport security personnel to supervise the application of airport security preventive measures in accordance with the approved airport security programme.

 

Target Population:

The target population will be existing personnel at the basic level with the potential for promotion to the supervisory level, and existing personnel at that level employed by the authority or organization primarily responsible for the application of aviation security preventive measures at airports and from such other aviation related agencies engaged in support activities.

 

Course Objective(s):

The course has been designed to enable selected security supervisory personnel to:

  1. Supervise implementation of relevant aspects of airport security programmes;
  2. Monitor inspection, screening, searching of passengers and baggage in accordance with prescribed standards;
  3. Organize initial response actions in security emergencies;
  4. Apply principles and practices of leadership, motivation and communication skills;
  5. Monitor implementation of standard operating procedures;
  6. Allocate and assign security personnel to duties;
  7. Assess security personnel job performances and supervise on-the-job training;
  8. Ensure preparation, recording and submission of incident reports; and
  9. Develop and maintain liaison with other aviation security-related agencies, organizations and entities.

 

Entry Requirements:

Trainees should satisfy the following criteria:

  • have successfully completed the ICAO STP 123/BASIC training course or equivalent;
  • have written and oral command of the language of instruction; In the case of the recruitment of supervisory personnel from external sources, such personnel should:
  • have satisfactorily completed secondary school or equivalent education; and
  • be conversant with the contents of ICAO STP 123/BASIC.

Aviation Security Management

Course Purpose:

This course will train aviation security personnel at managerial level to plan, coordinate and implement the application of airport security preventive measures in accordance with approved programmes.

 

Target Population:

The target population will be existing personnel at the supervisory level with the potential for promotion to the managerial level, and existing personnel at that level employed by the authority or organization primarily responsible for the application of aviation security preventive measures at airports.

 

Course Objective(s):

On completing the course, the trainees will be able to:

  • explain the origin and purpose of ICAO aviation security related legal instruments, Annex 17 and the Security Manual (ICAO Doc 8973);
  • apply basic concepts of management to aviation security and explain the specialist role of the aviation security manager;
  • plan, develop and organize the human and material resources necessary for the effective operation of an aviation security unit;
  • plan and administer the financial budget for a security unit;
  • advise on the development of aviation security programmes and Standard Operating Procedures (SOPs);
  • monitor and enforce the implementation of aviation security programmes and SOPs;
  • verify that security personnel are able to implement aviation security preventive measures;
  • advise on the development of airport emergency plans and manage the security response action necessary in security emergencies involving aircraft, terminal buildings and airport facilities;
  • take part in an aviation crisis management team as required;
  • develop and implement AVSEC training for security personnel and other airport workers and users; and
  • develop and maintain liaison with other airports and outside organizations and agencies.

 

Entry Requirements:

  • Trainees should satisfy the following criteria:
    • successfully completed the STP 123/BASIC training course or equivalent; and
    • have written and oral command of the language of instruction.
  • In the case of the recruitment of management personnel from external sources, such personnel should:
    • have satisfactorily completed secondary school or equivalent education; and
    • be conversant with the contents of ICAO STP 123/BASIC.

Aviation Security Crisis Management

Course Purpose:

To provide management personnel with the knowledge and skills needed to develop and implement sound crisis management procedures.

 

Target Population:

Staff at the mid to senior management levels of organizations within a State that have been assigned responsibility under that State’s National Civil Aviation Security Programme to form part of the crisis management element to respond to acts of unlawful interference occurring within that State.

 

Course Objective(s):

Upon completion of the training course trainees will be able to:

  • explain the need for a crisis management plan to respond to major security emergencies occurring at airports;
  • describe essential components of a crisis management plan;
  • identify the composition and function of a crisis management team;
  • describe essential facilities necessary in support of a planned response to crises; and
  • list system testing features necessary to ensure currency in crisis management plans.

 

Entry Requirements:

  • Proficiency in both written and spoken English; and
  • At least three (3) years experience in a management/supervisory position within organizations mentioned in the target population.

Insider Risk Workshop

The Insider Risk Workshop is an advanced technical assistance program designed to assist airport stakeholders in conducting a risk assessment to identify areas of Insider risk as it relates to their security posture.

 

Participants will have an opportunity to apply Insider risk assessment principles to their local airport as they identify critical infrastructure, threats and vulnerabilities that are specific to their location. Participants will identify the most effective countermeasures to deploy based on the information they gather throughout their Insider risk assessment. The workshop will conclude with an action plan framework that facilitates implementation of countermeasures effectively aligned to locally relevant threats, vulnerabilities, and critical infrastructure.

 

Topics covered in the workshop include:

  • Principles of Insider Risk
  • Assessing Critical Infrastructure, Threat, and Vulnerability
  • Evaluating Countermeasures to mitigate Insider Risk
  • Developing an action plan to implement an effective Countermeasures strategy

 

 

 

The workshop attendees will participate in interactive risk assessment scenarios. In order for the workshop to be successful, the following representatives should participate:

 

  • Executives who establish strategic and operational priorities
  • Program managers and planners involved in implementation of security measures
  • Operational personnel who implement security countermeasures
  • Personnel involved in receiving and disseminating threat information
  • Personnel who have knowledge of explosive threats and countermeasures
  • Risk and decision analysts who collect, assess and present risk information
  • Stakeholders involved in risk management.

Cargo And Mail

Course Objective(s):

The course has been designed to enable selected personnel, upon completion of the course, to be able to:

  • Appreciate the origin and purpose of the security measures and procedures necessary to protect cargo and mail from unauthorized interference;
  • Understand the nature of the threat to civil aviation posed by acts of unlawful interference involving cargo and mail operations;
  • Understand the air cargo secure supply chain;
  • Understand the role of the appropriate authority and operators in delivering cargo and mail security;
  • Apply appropriate security controls to cargo and mail from acceptance until the departure of the aircraft, including the screening or searching of consignments;
  • Apply appropriate security controls to cargo facilities, vehicles and transport containers and equipment; and
  • Respond appropriately to a security incident involving suspect cargo or mail.

Screens Training

Course Goals:

The goal of this workshop is to provide participants with the opportunity to assess, review and perform improved security procedures

By the end of this course, participants will:

  • Conduct a thorough search of passenger and baggage
  • Describe the components of an improvised explosive device
  • Identify prohibited items
  • Describe procedures used upon discovery of prohibited items
